It took me a while to notice this was Wrightson inking. After looking at a large size scan I see some of Wrightson's style although I suspect the buildings in the background are by another hand, as well as some touch up work on Tigra.

I suppose it's possible, but upon closer inspection I still tend to think Berni Wrightson did all of the inking. Who do you think assisted him? His mid-70s Marvel covers vary widely in quality. Some others to compare are Werewolf By Night #35, Frankenstein Monster #18, Dead of Night #11, Astonishing Tales #31, Tomb of Dracula #43 and Captain Marvel #43 (the best of the lot in my opinion). Marvel Database credits Howard Chaykin with pencils, and looking at the foreground figures I would agree. The site does credit Wrightson with inks;if so yeah it looks like he inked it in a hurry.
