Action Comics v1 #23, 1940 - As Clark Kent and Lois Lane cover a war between two ficticious countries, they discover one man responsible for prolonging it. Lex Luthor makes his first appearance (notably with red hair), proclaiming himself as a genius intent on ruling the world. Like all Superman features early in this series, this story was written by Jerry Siegel and drawn by Joe Shuster.
