Batman v1 #354, 1982 - Gotham's new mayor makes Batman into a fugitive of the law. Meanwhile, "Boss" Thorne continues to be haunted by the ghost of Hugo Strange. Don Newton's opening splash is finely rendered and compelling. His pencils on the remaining pages, however, are mostly overwhelmed by Alfredo Alcala's inks. Newton's hand is evident, but on far too few panels. This story was later reprinted in
Tales of the Batman: Gerry Conway #3. Cover by Keith Giffen and Dick Giordano.
