Gotta be Tom Palmer inks, too, judging from the scan (no I haven't looked it up! Yeah, I'm lazy...).
Twp other sources say the inker is Ricardo Villamonte or Gaspar Saladino.
Interesting... Saladino will be the letterer (legendary DC letterer who also did Marvel's 1970s splash pages). Villamonte's inks look just like Palmer's work over John Buscema in that Stern-Buscema-Palmer Avengers run during the mid to late-80s.
